On September 22, Datang Huayin Zhuzhou Power Generation Co., Ltd. Unit 4's dust collector 1st and 2nd passage and outlet flue collapsed as a whole, causing 4 people to be crushed, 2 people were severely burned, and 1 person was slightly burnt. In addition, there have been many personal injuries and deaths in the power generation sector in the country recently, and the safety production situation of power generation is very serious. On September 3, Shaanxi Yulin Energy Group Hengshan Coal and Electricity Co., Ltd. suffered a vehicle crushing injury in the coal unloading ditch area, and one person died; on September 14, the National Energy Group Kaiyuan Power Generation Co., Ltd. was handling the boiler water supply main road discharge pipe During the leak, a scalding accident caused a fall from a height, 2 people died and 1 person was injured; on September 16, a vehicle injury accident occurred in the round coal yard area of the Shanxi Huozhou Power Plant of the National Energy Group, and 1 person died; On September 20, Jingneng Group's Inner Mongolia Huaning Thermal Power Plant was in the process of overhauling the No. 2 boiler when a fall accident occurred from a height, and two people were killed.
The accident revealed that some electric power companies still have major weaknesses in the establishment of safety development concepts, implementation of rules and regulations, safety risk identification, detection and treatment of hidden accidents, job site management and control, and personnel education and training. The generator sets of various enterprises have been running continuously with high load during the "peak summer" period, which has accumulated certain hidden risks. At present, it is the critical period for the autumn maintenance of power companies and the preparations for the "peak winter". It is also a stage where safety risks are superimposed and accidents are prone to occur frequently. In order to thoroughly implement the spirit of General Secretary Jin Ping's important exposition on production safety, further strengthen the safety production work of power generation, and prevent and curb various accidents, the following requirements are hereby put forward.
One is to strictly implement the main responsibility of the enterprise. All electric power companies must deeply learn from the lessons of the series of accidents, soberly understand the current severe situation, consciously unify their thoughts and actions into the major decisions and deployments of the Party Central Committee and the State Council, firmly establish the "people first, life first" thinking, keep the bottom line of safe development, and take responsibility. Take the main responsibility for safe production. The main person in charge of the enterprise, as the first person responsible for production safety of the unit, must continue to strengthen the organization and leadership with a highly responsible attitude to the party and the people, personally study, personally deploy, and personally inspect the safety production work; team members must strictly implement the "one post" "Double responsibility" to strengthen the supervision and guidance of safe production in the field of responsibility. Other leading cadres at all levels must earnestly perform their job responsibilities, pay close attention to work implementation, and vigorously improve the level of safe production.
The second is to strengthen the rectification of safety risks. All electric power companies must attach great importance to the safety management and control of the work site, continue to carry out the investigation and management of safety risks and hidden accidents, and strictly prevent risks from evolving into hidden dangers and hidden dangers from deteriorating into accidents; to strengthen key link management, high-risk operations must strictly implement procedures and related requirements, and resolutely Ensure the implementation of measures, work monitoring, and safety supervision are in place; to strengthen the safety production guarantee of the team, increase safety investment, earnestly carry out technical clarifications, provide necessary labor protection supplies and safety protection tools and equipment, and improve safe production conditions; strengthen the unit Operation and maintenance management, scientifically arrange the elimination of defects and maintenance plans, try to avoid carrying out operations during periods of extreme weather, poor lighting at night, etc., to prevent personal and equipment accidents.
The third is to strengthen safety production education and training. All electric power companies should strengthen safety production education and training, implement the "three-level" safety education requirements, and those who fail to pass the training will be laid off to be transferred; they should strengthen the warning education of typical cases, promptly report accidents inside and outside the industry, analyze the root causes of the problems, and check their own weaknesses. To make up for shortcomings in a timely manner; to strengthen safety training for outsourcing projects, outsourcing teams and other external personnel, to urge them to comply with the safety management regulations of the unit, and to understand the hidden dangers of safety production; to strengthen safety education and training management, and serious assessment and examination Discipline, and earnestly play the important role of safety education in establishing concepts, cultivating awareness, and improving skills, and resolutely put an end to the phenomenon of safety education using fraud and formality.
Fourth is to earnestly carry out special safety inspections. All electric power companies must adhere to the problem-oriented approach, earnestly carry out special safety inspections, promptly and thoroughly rectify problems found, and be held accountable for ineffective rectification. Thermal power companies should focus on checking the implementation of the "two votes and three systems", unit maintenance and technical transformation risk management and control, coal pulverizing system management, operation and maintenance of desulfurization, denitrification and dust removal equipment, and management of major hazards in the liquid ammonia tank area. Hydropower companies should focus on checking the rectification of dam registration and regular inspection issues, the management of major hazards, dam safety monitoring and information reporting, gate opening and closing equipment, and emergency power management. New energy companies should focus on checking the implementation of the "two tickets" system under the integrated operation and maintenance or centralized monitoring of production, the implementation of the safety responsibilities of the entrusted management station, and the prevention and control measures of photovoltaic modules and wind turbine blades.
The fifth is to continuously strengthen safety supervision and law enforcement. All dispatched agencies shall strengthen the use of methods such as "Four Nos, Two Directs", "Double Random and One Disclosure", continuously strengthen power safety supervision and inspection, establish and dynamically update the "two lists" of problem measures, rectify sales numbers one by one, and realize closed-loop management; Strengthen safety supervision and law enforcement, and adopt a "zero tolerance" attitude for enterprises with chaotic safety management, ineffective rectification of hidden risks, and frequent accidents by adopting administrative penalties, supervisory interviews, notifications and criticisms and other supervisory methods in accordance with laws and regulations, and serious investigations. Responsibilities, and report the processing results to its superior enterprise, industry management, asset management and other departments. Local government power management departments at all levels must strictly follow the requirements of the "three musts" principle, implement power safety territorial management responsibilities, strengthen supervision and inspection of power enterprises, supervise and guide enterprises to implement their main responsibilities, and strengthen and improve safety production.
