More than 20 provinces implement orderly electricity use
Since late September, from East China and South China to North China and Northeast China, the most severe “power supply and demand tension” in recent years has swept more than 20 provinces and autonomous regions. Power cuts have occurred in some places, affecting normal economic operations and residents’ lives.
On September 30, the Northeast Grid Commission predicted that the largest power gap in Liaoning Province was 5.39 million kilowatts, reaching an orange warning state of severe power shortage. Electricity is a basic industry and the lifeblood of the national economy. At the same time, parts of the country have encountered extreme cold weather in winter, continuous high temperature in summer, shortage of electricity and coal supply, frequent storms and floods, and it is difficult to alleviate the tight balance of power supply.
Entering September, many parts of the country are facing the severe situation of large-scale and orderly electricity consumption, leading to the situation of industrial enterprises “stopping four for three” and “stopping five for two” in some provinces, and some provinces have affected the lives of urban and rural residents. , The contradiction between supply and demand in the power industry has become more and more prominent.
Long-term, multi-frequency implementation of orderly electricity use can easily cause enterprises to bear greater economic losses due to production suspensions and contract breaches, and the regional economic order may also be affected. In order to minimize the impact of large-scale and orderly use of electricity, the national energy system has entered a state of war.
“Chain Action” is advancing closely
The large-scale power shortage across the country is not a one-day event, and the measures to deal with it will not happen overnight.

Supply and demand imbalance in multiple contexts
Since the beginning of this year, my country’s economy has continued to grow, electricity load has risen rapidly, and the overall national energy supply and demand have been in a tight balance. The highest power load has hit a record high for the same period for 6 consecutive months. In the first half of the year alone, industrial power consumption has increased by 16.5% year-on-year.
The upstream of electricity is coal production and transportation. As the main energy source in my country at this stage, since the coal industry implemented supply-side structural reforms, the quantity and quality of effective production capacity have been improved. However, energy prices in the international market have risen sharply, and domestic coal demand has increased more than expected, which has boosted coal prices.
According to the 35th “CECI Index Analysis Weekly Report” issued by the Office of China Thermal Coal Purchasing Price Index (CECI), as of September 23, the combined offshore price of 5,500 kcal and 5,000 kcal was 1210.44 yuan/ton and 894.08 yuan/ton. Tons, respectively, compared with the monthly comprehensive price in August increased by 157.44 yuan / ton and 65.08 yuan / ton.
In terms of imported coal, the current CECI import index has a combined CIF standard coal price of 1,283 yuan/ton, a sharp increase of 73 yuan/ton from the previous period, an increase of 6.0% from the previous period. The CECI index analysis weekly report stated that global coal resources are tight, ocean freight charges continue to rise, and the price of imported coal continues to rise and set new historical highs.
The price of coal is high, and the market-priced coal price and the “semi-planned, half-market” electricity price cannot yet form an effective channel. On the one hand, “coal price has doubled”, and on the other hand, “distribute one kWh of electricity to lose a dime.” , Operating at a loss puts coal-fired power plants in a dilemma, and the enthusiasm for supply is naturally suppressed.
In addition to the intermittency, volatility and randomness of renewable energy power generation, it is difficult to provide a continuous and stable power supply for the load. The recent low inflow of water in major river basins and the drastic reduction of wind power output will cause a decline in power output in a short period of time and affect power supply. From September 23 to 25, it was precisely because of the sudden drop in Liaoning’s wind power output that the power supply gap was pushed to a severe level of 10%-20%.
Many analyses believe that, in addition to the aforementioned factors such as the continuous high price of primary energy and the rapid growth of electricity load, the long-term and multi-frequency implementation of orderly electricity consumption in some areas also uses power cuts and restrictions as a means to high energy-consuming industrial users. It is related to the adoption of production restriction measures in specific industries.
Take this year as an example. In the first quarter, some regions ran out of energy consumption indicators for the first half of the year and even the whole year. In order to complete the target, some local governments have begun to increase the work of “dual energy consumption control”, and control the electricity consumption of enterprises with high energy consumption and high pollution. Among them, there is no lack of rough management, and “one size fits all” stop production and limit production.
Go all out to win the battle of power supply guarantee
The reporter learned from the National Energy Administration on October 8 that the measures to increase coal production and supply have seen tangible results.
Since the beginning of this year, my country has stepped up the commissioning of coal mines under construction, and the newly commissioned coal mines (including joint trial operation) have achieved an increase in production capacity of about 100 million tons per year. At the same time, it has been clarified that 15 coal mines in the 5 provinces of Inner Mongolia, Shanxi, Shaanxi, Ningxia, and Xinjiang will go through extension procedures to increase production and supply while ensuring safety, effectively stabilizing coal production capacity by 40 million tons/year.
According to incomplete statistics, since August, about 120 million tons of coal production capacity in my country has been released one after another. The peak summer has just ended, and the winter peak work has begun. In the face of greater pressure to ensure supply this winter and next spring, the National Energy Administration has made efforts from both sides of supply and demand to take more effective measures to ensure power supply.
First, we must insist on giving priority to people’s livelihood, and resolutely maintain the bottom line of large power grid safety and people’s livelihood. Grid companies should scientifically arrange the operation of the grid, strengthen the management of generating units connected to the grid, and intensify the assessment of non-stop and overdue overhaul of units. Expand the scale of imported coal, and urge all coal-deficient provinces to communicate with the railway department in advance to obtain transportation capacity, and to maximize the amount of imported coal resources.
The third is to adhere to the bottom line thinking and urge the relevant regions to further improve the orderly electricity use plan. Supervise and urge local governments to refine and improve the orderly power utilization plans by regions and rounds to ensure rigid and standardized implementation of the plans.
